Rice was born in Shelby, N.C., and reared in Montclair, N.J. He was graduated as a second lieutenant from the famed Tuskegee Army Flying School in Alabama on Oct. 8, 1942, becoming one of the 1,000 fighter pilots and 9,000 other airmen who would become known as the Tuskegee Airmen.

Col. Rice flew 61 combat missions in North Africa, Sicily and Italy in 1943-44 as part of the 99th Fighter Squadron under Benjamin O. Davis Jr., who was made a four-star general by President Clinton in December.

Col. Rice flew as a test pilot at Tuskegee Army Air Base from 1944 to 1946, then became an assistant professor of air science and tactics at Howard University in Washington, D.C.

He held various command and staff positions during his military career, including another combat tour in Korea, before retiring from the Air Force on June 30, 1965, after 23 years of distinguished service.

He held a master’s degree in personnel and public administration from American University in Washington.

After retiring, Col. Rice served in the Bay Area in various executive positions in the U.S. Customs Service.

He also taught at Skyline Community College in San Bruno from 1969 to 1975.
