The certificate was signed by Cornelius Coffey for Wilbur Franklin Brown, the father of a work colleague.

The thing that struck me was that Cornelius Coffey and I worked together in the early 1970s. Cap, as he was known as, was an FAA certificated A&P mechanic with an Inspection authorization (IA) rating, which allowed the individual to return to service aircraft that had undergone a required annual inspection, among other things.
