James was born in 1922 in Augusta Georgia to James Ramsey and Carrie Chapplear. His father was a blacksmith and owned his own home even before he married his mother. His family was living in Ward 6, Augusta, 1269 Militia District, and it can be presumed that this is where he would have received his primary and secondary education. He was attending Dillard University in July of 1941 when he registered for the draft in New Orleans. James enrolled in the Tuskegee Air Pilot Program and received his wings and commission on May 23, 1944. He was assigned as a Flight Officer to the 302nd Fighter Squadron, based in Ramitelli, Italy.

On Dec 2, 1944, FO James C Ramsey was on a routine training flight when he collided mid-air with 2LT Highbaugh, Earl B., killing both men. James was buried in a temporary American cemetery until his family chose to have his remains returned to the United States for burial. A Funeral was held for James in November of 1948, upon return of his body from overseas.  He is buried in Southview Cemetery in Augusta, Georgia.
