The Tuskegee Airman Mural, finished in November of 2016, is located at the corner of East Second Street and Clemens Center Parkway on the Liquidz building, a privately-owned business, 201 Clemens Center Parkway, Elmira, NY 14901. The mural features Lieutenant Colonel Clarence W. Dart, Sr., a native Elmiran, a fighter pilot and a member of the Tuskegee Airmen. He flew 95 missions in World War II, was shot down twice and earned two Purple Hearts, the Air Medal and the Distinguished Flying Cross with four oak leaf clusters. Dart received a collective Congressional Gold Medal, presented collectively to the Tuskegee Airmen in 2007.

The Tuskegee Airman Mural features a partnership between GST BOCES Adult Literacy; Four Professional Muralists; Community Arts of Elmira and Elmira Second District Councilperson Brent Stermer. The Tuskegee Airman Mural project is education based, imagined by GST BOCES Adult Literacy students. During each step of the creative process, instructors taught students about art, murals, community, teamwork and aspirations, demonstrating that the Tuskegee Airman Mural project created not only visual art but also community mentorship.
